I've thought about this a lot. I'm totally opposed to drinking and driving. But I've noticed that the usually sober driver who drinks and drives occasionally can be less dangerous than the driver who has no common sense. The lack of common sense is a 24 hour/7 day a week problem, while the drunk is occasional. Now I know that drinking and driving is a poor display of common sense, but I think there should be some kind of test to determine if someone lacks the basic common sense required to safely operate a motor vehicle even while sobor.
