I don't know yet how I feel about the bill but I figured I would play devil's advocate.
When you are figuring the cost analysis make sure you figure in the lower maintenance costs of a newer vehicle (parts are new, designed to last longer and with a warranty).
Also keep in mind that the idea isn't necessarily to get you out of your F150 and into a new F150 the idea is to get someone out of their Suburban and into a Mazda 3 Hatchback. That will drastically change the mileage numbers, going from 14mpg to 33mpg.
It still is obviously not going to pay for itself to change but it does make it a bit easier to decide that the 98 Yukon XL with 150,000 milesand a slipping tranny might be better off traded in.
