I have removed them and used Chemtrol B12 and a rag to clean the buildup of gunk from the throttle bore and the throttle plate. Probably could use acetone or lacquer thinner or even paint remover if you don't have any Chemtrol handy. Check for loose shaft bushings that allow the plate to wedge or stick in the bore. Not much you can do for worn shaft and bushings other than replacement.
