Are you stating that you must get the rpm's up to 1500-2000 before the alternator starts to charge? If this is the case you need not change the pulley size. Instead you need to get the excitation voltage fed to the alternator correctly. I will e mail a schematic to you.
As for the tractor not making power, I think you are starving the engine for fuel. Take the plug from the bottom of the carb and let fuel drain and observe the amount being delivered. It should be a steady continuous stream about 1/8 plus in diameter. Anything less will bog the engine down when working hard while letting it idle just fine.
