While I agree that everyone should know how to do that, I don't think you could legislate and enforce it. It would just create one more expensive, inefficient pot of taxpeyer dollars for the crooks in government to steal.
I like Scotty's idea of additional testing for pulling a trailer and I would go one step furthur and require an additional endorsement for for any vehicle over 10,000 GVW. I would not exempt RV's either. Some of the RV's are now the size of a Greyhound bus and driven like they are a VW Bug.
