I think if they take on the responsibility to be on the road they should be responsible to maintain their own vehicle , and have knowledge of the important basics. other than the law.
You would see a lot less broken down vehicles obstructing traffic in several instances.
Not that they should carry a daily inspection sheet that has to be filled out twice a day like the truckers do, but at least if driving often keep a watch on the important things. and know how to maintain them.
