Does everything else work ok? shuttle shift etc... And is the loader plumbed into the spool block or does the loader have its own joystick? Does it creep down while the engine is running as well as the engine not running? If everything else works ok, then my suggestion is a leaking spool, allowing oil to leak back past. If 3pth and shuttle shift are also giving trouble, it may be one of several things, ranging from compensator problems through to a blown o-ring somewhere. Most likely in my opinion is a bad spool, that would be where i start to look.
