Yup, that'd be a WILD guess alright, as a weak governor spring will make it run TOO slow, and NOT rev up.
Remember, the spring pulls the governor and carburetor butterfly OPEN and the action of the governor WEIGHTS CLOSES it.
Spring problems = DOESN'T rev up.
Weight problems = OVER REVS.
I would suspect the weights are STUCK or BROKEN or the little thrust bearing between the fingers on the wrights and the "fork" has failed or is missing.
