Maybe it is not always necessary to pull stumps (unless you are going to till the ground or do grading.) I had three large trees in my front yard die. After I felled the trees, I cut the stumps off flush with the ground, and then cut slots in the top face with the tip of my saw. I piled some manure on top. Within three years grass is growing and you'd never know there had been stumps there.

I routinely cut off stumps flush with the ground in my pastures and just forget about them. Yes it it's hard on saw chains, but it is cheaper than a stump grinder and safer than pulling.

This might not work so well somewhere that it is more arid and wood doesn't rot so quickly.
