Hold your hand over the throat of the carburetor while someone makes an attempt to start the tractor. Should have a lot of suction. You need good intake manifold vacuum to suck that fuel into the engine. If there's isn't much suction do a compression test and see what the readings are. Make sure the intake manifold and the carburetor are snug. Don't over tighten. Hal PS: Rings and valves determine manifold vacuum too.
