The woodruff key is on the shaft under the steering wheel hub. Keeps the hub from turning on the shaft.
You'll need a puller on the hub to get the steering wheel off, sometimes heat also. Don't forget to thread a regular hex nut on the end of the shaft so the puller doesn't mushroom the shaft end.
There are aftermarket steering wheels available. Steering wheel is Case p/n A7668, same as on 1958 200B 300B 400B 500b series tractors and the older 300, probably others. 1959 wheel is splined, will not fit your shaft.
