I know exactly what you are talking about. I have an 08 Ford and they drive me nuts. I left the ones in the back...but I had to turn the ones in the front around. They are there, but I am 6'4" and the darn things always pushed my head froward. I ask the dealer why invent such a headrest and he said the government mandate says to do it.
