Bush when he first took office was going to cut a fat hog in the arse and ordered the Dept of Labor too run a cost comparrision between Union & non-Union Gov't contracts.
What the report showed was the Union contracts were completed 30% faster because of a higher degree of Union education, there was less start-up problems using Union contractors, general workmenship was of noitceable higher quality.
