Not sure about the size of the hole but you are right about drilling it where you welded it up.Nothing wrong with that if you welded it good and it sounds like you did,7018 weld is usually stronger than what its welded on.If you notice when a welded piece breaks usually it breaks right beside where it was welded.If the weld does break it wasnt done right somehow probably.
