Hmmmmm. Guess I'll have to take another look at the constitution. I would have sworn that the duties of a Vice President were to be ready to take over the presidency if necessary and to preside over the Senate, casting a vote only if needed to break a tie. Maybe the Senate is not part of the Legislative branch of government?
