Self draining IF it is verticle. If tipped up on a boat some water can remain in the prop hub. Drain the gear oil out of the lower unit to check for water. Many lower units are destroyed by the owner not checking for water in the oil then it freezes. If the oil is free of water refill with lower unit gear oil. If milky the prop shaft seal needs to be replaced. If is is stored outside tipped up pour pink anti-freeze in the prop hub. Rain water will collect in there then freeze if you don't.
