Never done it on one of those, but the time-honored way of setting the cam on a 1-cylinder flat-head engine is to put the piston at the top of the cylinder, then time the cam so the exhaust valve is just shutting, and the intake valve is ready to open. I'd think that thing would have a timing mark somewhere on those gears.
