Sounds to me like the main jet of the carburetor is misadjusted, probably a little two rich, though it could be that the air flow into the carburetor is restricted by the choke being partly closed and by nests of birds, wasps, and mudaubers plus a very dirty air cleaner. Could be the intake air hoses are collapsing under vaccuum.
Try closing the main jet 1/8th turn at a time after checking for all those other things.
