It will kill poison ivy - in my experience it is very important to do it after the PI has produced fruit. Better yet, just before or just as the PI leaves start to turn color in the early fall.
At these times all the movement in the plant (translocation) is from the leaves to the roots. The glyphosate will much more effectively reach the roots and kill the whole plant.
Now is a good time to do it, unless you are too far north. I am in Massachusetts, best time here is early - mid September.
