There are several thing here that might be the problem . (1) here is and O/Ring between the range transmission and the speed transmission that may be sucking air if it is old and has never been changed , and i don't thing ya want to go thru the trouble of splitting the tractor just for a buck O/ring . So the temp fix for this is to add three to five gallon of hy tran to the tractors hyd. system won't hurt a thing . (2) the sump check plug may be leaking and to get to it ya have to remove the MCV valve body and it is located on the lower right hand side and has a little spring attached to it so if ya go in there DON"T LOOSE the spring , and ya need to use the same thickness gskt. that was behind the MCV and ya MUST replace the O/Ring on the lower left side along with the gskt. (3) your hyd. filter may need to be changed and or the gskt. at the filter , an other place that they can suck air. (4) your MCv pump may be heading south . Ya see the MCV has it's owen pump that controls the steering brakes , T/A and also lubes the trans .and rear end and cools the hyd. oil .And since you do not have the stuff to run a flow rate on the MCV pump to lock down the true problem we are all guessing here.
