That engine has low oil pressure. Seems to be in the 10 to 12 pound range normally. The tractor came with a pressure gage that did not read in pounds but had the worn normal that the needle pointed to. The wrong filter will cause it to have little to no oil pressure reading on the gage. The pleated paper filters will not work. It needs to have the rag type filter. If the tube is gone that goes up to the top of the filter you will not show a pressure reading on the age as the oil will just dump back to the pan.
