If you are paying off a car loan, no, you don't own the car until it is payed off. The bank holds the title until the last payment is made and the bank is not necessarily in a hurry to send you the title when you have made the last payment. Slightly amusing story about car titles: BIL bought a truck from an individual who owed money on it. Deal was that BIL would pay off loan. Finance company said they would send title when check cleared. He went to his bank, cashed check, payed off loan with cash, walked out with title marked paid.
On house, bank holds deed until final payment is made. It's a great feeling when you make that last payment and get the deed.
