Still looking for help with steering clutches

I HAVE AN ALLIS CHALMERS HD7W. WHILE OPERATING IT RECENTLY, BOTH STEERING CLUTCHE HANDLES SUDDENLY WENT SLACK. THE CRAWLER STILL PULLS FORWARD AND BACKWARDS(NOT A BROKEN SHAFT).INVESTIGATION REVEALED THAT THE LEVER LINKAGE IS NOT CONTACTING THE CLUTCH PRESSURE PLATES. ARE THE PLATES SOMEHOW STUCK IN AND HOW DOES THIS HAPPEN? I'VE STUMPED MOST OF THE LOCAL EXPERTS, AND BEFORE I TAKE THE CLUTCHES OUT I'M LOOKING FOR A POSSIBLE QUICK FIX. THANKS.
