Something else to consider: CaCl will rust tools worse than anything else that I have ever seen. I would suggest carefully washing any tools that might have come in contact with the solution. It also is pretty hard to get off of a concrete floor, and can make a floor very slippery.
But CaCl is a great weed (or any other plant) killer. If you spread it out on an area, you should not have any problems with anything growing there for a while.
I don't know about using the tire for a planter if it has been contaminated. You may need to spend some time cleaning it up first. Good luck!
