Most cars will turn the fan on any time the air conditioner is on. If you turn on the air conditioner and the fan doesn't come on, its most likely the relay.
If you turn the air conditioner on and the fan does come on, then one of two things is happening. If you have a two speed fan, the low speed relay could be bad. If you only have a single speed fan, then most likely its a temperature sensor.
Look at the fan itself. If there are three wires going to the fan, its probably a two speed fan and you may have two relays to check. If there are only two wires, then its a single speed fan, and only one relay.
