Check to see if there's power to the solenoid, down behind the battery tray. It should be powered when the FWD is DISengaged. It's also possible that the wire is broken or torn off, or the fuse blown. There's a variety of solenoids on those tractors, all external. Just follow the pressure line from the FWD clutch/shaft area back to the solenoid. That's the one... If it IS powered and still won't disengage, then i'd guess that the solenoid is bad or there's a clutch problem. A lack of pressure would be evident by a lack of steering...
