Some times you also can use the chisel to cut a slot in the top and then use a screw driver, again it depends on how "locked down" the threads are. If you drill out the old bolt start with a small bit and increase slowly also making sure you keep it well lubed as you drill. You will get to a point that the remaining threads will fall out and hopfully you havent damaged the threads in the block.
