Actually the blame belongs to the state government of Louisiana, and all the parrish and city and town governments in which the 350 miles of levee pass. The decades of corruption and incompetence, poor building codes are too blame. The Federal Government DID have a poor response after the fact, but if the levees had been properly build and maintained, the damage in N.O. would not have amounted to 20% of what it was after Katrina. If the Corrupt La. governments had taken care of their own and planned for the inevitable, the Feds would not have been in the picture, at least not near as much.
