NAA Fenders

I am repainting my NAA and want to remove the rear fenders from their mounting brackets. There are 4 fasteners that appear to be large rivets, 1 on the top and 3 on the bottom. Can these rivets be replaced, or are they actually not rivets at all and just rusted tight alignment pins? Any suggestions will be appreciated. Thanks, Mike
