There may be another reason for this, the enviro part just the excuse.... Years ago my wife worked in a small local store of one of the major sewing machine co's (who may still be around; I didn't Google them). They gave generous trade-ins on old sewing machines...then smashed them up with a sledgehammer. When she asked why they weren't sold or donated, she was laughed at: it was to get them off the market. The fewer old machines, the more new ones they'd sell, and enough people would find a way to buy them.
