I live in southern Minnesota. If you watch the weather maps, there is a tounge of cold air that, most winters (the past 2 not withstanding) settles over us. We don't (despite the past 2 winters) normally get much if any winter thaws. The cold just gets deeper & deeper. They suggest 4 feet for a frost line around here if you want to keep water pipes running through anything. Actually, for building a road bed for tarring, he will have more difficulties with an Ohio climate I'll bet. With the temperature crossing the freezing point more often, there is more contraction & expansiion with water in the cracks, chewing things up. --->Paul
