Yes you can rebuild the torque generator. I have some of these units on a couple of wd45 allis's and love them. You do need to rebuild them occasionally though. If the oil is clean not too often though.
A good hydraulics supplier should have the kit for a rebuild. Just a matter of disassembly and clean and reassemble with the new parts. One thing I should add is you will need the socket for disassembly. It is either a 1/4 or 5/16 deep well 12 point can't remember what size. Only place I have seen these is the snap on truck.
The kit isn't real expensive I think the last one I bought maybe 7 years ago was something like $30 or so.
