The local conditions here on the wet coast make the frost line pretty much a necessity, to say nothing of the need for drainage. We are pretty accustomed to the availability of drain rock and other such coarse fill, but of course out there in the colder country, it's pretty hard to find boulders and such. Will trade an acre of rock for a couple feet of top soil if you're takin' it off !
