thats right, wet brakes mean that thebrake components(usually discs and plates)are immersed in oil. of course the friction material is different then in dry brakes, it is also made thin since there is very slow wear. the oil lubricates and cools the brakes thus reducing wear and and elongating serice life.the oil used in these applications is specially formulated to enable braking(friction must not be eliminated) and to prevent chtter.
