Well if what your say is when you clean out the sediment bowl and then put in back on you open the valve and fuel does not flow thats normal. What happens is the carb if full and does not need fuel so fuel can not flow. Start it up and watch the sediment bowl and if the float in the carb is working as it should be the sediment bowl will fill up. Sort of like if you take a drinking straw and hold your finger on the end and stick it in a glass or water the straw will not fill up because of the air in it holding the water out, take your finger off and it fill same thing happens with the sediment bowl
