Assuming you mean the fuel at the carb stops flowing when the bowl is tightened up. I would check the vent in the cap to be sure it is open. There should be a steady stream when the valve is open and the line taken off at the carb. There is also a screen at the carb. With the valve shut off, the fuel bowl and screen can be taken off. Look at the screen, if it is plugged up, the fuel may not get past it when tightened. Carb cleaner will remove varnished up gasoline. JimN
