You've made a foolish statement, presupposing we can't have both, and that if that refinery had been built we would somehow have dirty food? Prove it. Give me a fact to back up that statement.
The EPA approved this project, the refinery in KS. Years and years of impact studies and been completed. Thousands of jobs are now not being created, billions of dollars to the Kansas economy lost, but you don't care about that, do you?
