I was actually wrong, we only have a 350 million dollar surplus.
The 4 billion is not added into the surplus, as it has been earmarked for upgrades to our infrastructure. All our roads and bridge projects are fully funded for 20 years. Very important in bringing many more businesses to our state, which we are doing.
