You have at least 2 problems with that carb. #1 the throttle shaft seal is bad and needs to be replaced. Its a sort of felt or carbon seal which if bad will cause the carb to suck air and that makes them hard to start. #2 your float is probably sticking or is bad or the needle seat has some dirt in it. Sounds like you need to do a good old carb rebuild no matter what
