Premature tax subsidies and mandated production of corn based ethanol by Congress "before" the technology for bio-fuels was mature will go down in history as a very expensive experiment that did "NOT" work. The energy conversion, using corn, is simply not attainabe (presently) for it to be an efficient process (although some improvement in technology has occured since the 1970s). There are other plants that are efficient (think Brazil and sugarcane). Without massive tax subsidies from the US federal government (and some states) there would simply be no private investor funds to build corn based ethanol plants - period.
