Early 60's i worked at bellmeade country club in nashville. We used a tractor similar to what you describe, short, low, dual wheels in rear. Used it to pull mowers to mow fairways and roughs. Don't know what kind of engine but it was much faster than regular tractors. I tried many times to open it up, even on pavement. It would get so fast , just start comming off ground, would have to let up on it.
