If I'm readin' right what you DO have is the little toggle that pivots on a pin toward the rear of the slot in your floor pan. If so, what's missin' is a whole chunk of steel that welds to the outside of the right brake shaft. It's not something I think you'll find as a separate part. If you don't have a pedal guard, I suppose it could have been torn off, but that's a real long shot. Otherwise there really isn't enough stress in its regular function for it to fail on its own.
If it is missing, you ought to be able to find evidence of it having once been there. If you can get thee to a parts book, you might get a better idea of what and where it is, but I'll try to describe it. It was flat on the bottom, with a radius on top that was notched with teeth (similar to those on your speed control) that engaged the pawl on your toggle. It was the same thickness as the flat steel of the cam on the end of the brake shaft. It was welded, with the flat bottom offset to the rear, in line with the inside of the cam, that is before it was offset out to where the rod to the brake band connects, with enough clearance between to get a cotter pin into the back side of the clevis pin.
Maybe someone has a pedal layin' around in the parts heap that could measure one up to give you some actual measurements that you could use to fab one up. If not, it might be easier to find a salvage shaft.
