Its a cobbled up mess. The grill is obviously Allis but it is covering something else. The front of the hood has a shape like a JD M although it is a bit wide. The front end gives the wheatland appearance but it may be the king pins were shortened. The rear fenders are probably add on.
The closest I"ve come to it in looking at pictures is an Industrial M. But again, I think its a bunch of tin slapped onto something else.
