All that being said, the first step in any hydraulics failure is to check the filter and the condition of the fluid. Because at present it would cost about 50 bucks or more to change hydraulic fluid, pretty safe bet that it hasn't been done in awhile. So see if fluid is milky, and filter is plugged. If either is true, change the fluid and filter, and see if that fixes it. If not, you're going to need to do a test of the pump, for which the procedure should be outlined in the shop manual. First step in finding a manual is to spell the name right- Belarus- so you can effectively Google it. Good luck.
