Haven't a clue as to how many hours, but my grandpa got his Ford 631 from the state, previously used to mow highways. I've got pictures of me on it from 1993 with the same tires on it. It hasn't seen nearly as much wear in the last few years as I'm sure it had when it was still state property.
As for the tire, if I remember correctly, they are Firestone super road grip (or something like that). The tread pattern looks more like the modern R4 industrial tread, but they are so worn that I can't hardly tell. The age, well, I don't know when the tire sizes changed, but it is still labeled a 13.00-24 tire, which I think is now a 14.9 size.
