Yes, that is correct. As a buyer you can demand the seller sell the item to you if you are high bidder (and there was no reserve) and if he won't you can complain to the Fleabay police. Odds are good they won't do anything about it and you will still be mad but since the Ebay folks don't want to make their sellers mad (since that's where they make most of their income) the bidder usually looses the battle.
