My manual is in the shop but if I remember you need to screw those adjusters all the way in. When you first apply the brakes they will self adjust. To bleed the brakes put a clear hose on the bleeder and put it in the dipstick tube. Start the tractor and crack the bleeder and hold the brake pedal down until the oil runs bubble free then tighten the screw.
