I try to save as much as I can from scrap, and am willing to pay a reasonable price, generally a little more than scrap value. The problem is that people, in this area anyway, are not willing to advertise what they have. Instead they immediately load it up and take it to the scrap yard, where they can get $260/ton for old cars, trucks, and farm equipment. Take, for example, that 2 ton Chevy truck I said I would have bought. If I had known it was for sale and it was within a reasonable distance, I would have offered the owner more than what he was going to get for it as scrap.
