It can if it's not done properly. Lots and lots of blocks have been successfully welded by pros, however. Depending on where the crack is, it's entirely possible that it can be fixed. When you get the engine torn down, ask around about local welders and take it to one with a good reputation. If it's too badly cracked to weld or patch, used blocks can be found relatively easily.
