IH 464 Engine Overheating

Have a IH 464 gasoline engine tractor that has a problem with engine overheating. During cooler weather, no problem, but as temperature goes up, tractor overheating problems increase. Removed thermostat, and still tends to heat up under load, maybe not quite as bad. Cleaned radiator fins, no change. Anyone know of a way to check radiator flow to check for obstructions ? Any thoughts on what may be the problem, please advise. Been getting progressivly worse over time. About 1680 hours on tractor. Help !!
